Remove any debris get rid of any nails or other structures poking through the top of the roof and make sure that the surface is completely dry and clean.

Plenty of lap cement on the overlaps should be enough and a felt nail every 4 around the eaves.
It does act to prevent leaks though as it seals around the nails.
The trick is to fill the overlap so the wind or rain cannot get in to start too lift the felt without it squeezing out and making a mess.
